1. Purchase your marriage license from any Oregon county to be married anywhere in Oregon

2. Have a wedding officiant in Portland (minister, judge, priest, justice of the peace etc.) perform your wedding ceremony and your officiant returns your legal marriage license to the county where you purchased your wedding license, where it will be recorded in the state and county records.
3. A couple of weeks after your wedding ceremony go back to the same Oregon county and purchase your Certified Copy of your marriage license and begin the name change process.
